Gerald R. Barber, ASLA, IAAO, MSA, GAA  
President

Gerald R. BarberGerald Barber is a certified general appraiser, registered landscape architect and licensed real estate broker.Gerald became President of Barber and Mann, Inc. in 2002 and has performed conservation easements and other specialized appraisals and real estate consulting on environmentally sensitive lands for numerous clients throughout Mississippi, Louisiana, Alabama, Arkansas, South Carolina and Tennessee. Prior to being elected as Tax Assessor of Madison County (one of the fastest growing counties in the US) in 1988, where he is in his fifth consecutive term, Gerald was President of Oak Lane, Inc, a landscape architecture, land planning, and development firm for 16 years. He received his Bachelor of Landscape Architecture in 1972 from Mississippi State University.

His passion for the outdoors has extended far past his professional career. He has volunteered over 30 years of service with several regional and nationwide conservation organizations including  being the former Chairman of the National Wildlife Federation, the former chairman and co-founder of Republicans for Environmental Protection Educational Foundation and the former Vice President and co-founder of the Delta Land Trust Association.

 

Elizabeth Rooks Barber, CWB

Elizabeth Rooks BarberElizabeth Barber is a certified wildlife biologist and Vice President of Barber & Mann, Inc.  Her clients include many private landowners, National Audubon Society, The Mississippi Department of Marine Resources, Ducks Unlimited, the Mississippi Department of Environmental Quality, The NatureConservancy, the Mississippi Forestry Commission and the Mississippi Department of Wildlife Fisheries and Parks. Before starting her own business, she served as executive director of the Mississippi Wildlife Federation for ten years and as the executive director of the American Lung Association of Mississippi for five years.

Elizabeth is an avid outdoorswoman and is an active volunteer in several community and statewide charitable organizations.  She is the former Vice President of the Mississippi Wildlife Federation, Past Chair of the Catholic Charities Governance Council for the Jackson diocese and is a certified Mississippi Master Gardener.  She holds an undergraduate degree in Forestry/Wildlife Management from Mississippi State University and a Masters of Science in Communication from Mississippi College.

 

Lee Sipes, GA-864, MAE
Appraisal Division

Lee SipesLee has been a Mississippi licensed appraiser since 1999 and became a Certified General Appraiser in 2007. She began her appraisal career at the Madison County Tax Assessor’s Office where she also obtained the Certified Appraiser and Mississippi Assessment Evaluator (MAE) designation offered by the State Tax Commission and MSU Cooperative Extension.  While working at the Tax Assessor’s office, Lee specialized in the appraisal of large manufacturing facilities including the $1 Billion Nissan plant and their Tier 1 suppliers. Lee’s background includes many years of property management experience, construction cost accounting and construction estimating. She has been drafting conservation easement appraisals for Barber and Mann, Inc. since 2003. Lee is also a licensed real estate agent.

 

Chip Gibbes
Appraisal Division

Chip GibbesChip is a Certified General Appraiser and licensed Real Estate Broker. He has over seven years of experience in the real estate valuation, consultation, and brokerage profession including commercial, agricultural, recreational, residential, and special purpose properties.  In addition, Chip is the owner and manager of over 2,000 acres of family timberland and recreational land. Prior to focusing his time solely on appraisal services, Chip provided real estate brokerage services on diverse commercial and recreational property. Chip received a degree in Environmental Geology from Millsaps College in 1997. Since then, he has completed extensive appraisal coursework.

 

Robert Clanton
Appraisal Division

Robert ClantonRobert is a Certified General Appraiser, a Registered Forester and a graduate Wildlife Biologist. A native of Mississippi and a graduate of Mississippi State University (BS Forestry, 69; MS Wildlife Ecology, 71), Robert's interest in timber and wildlife management brought him in 1971 to Bass Pecan Company in Lumberton, MS, where he managed more than 20,000 acres of timberland and developed Longleaf Plantation, Inc., a bobwhite quail hunting facility catering to Fortune 500 companies. During his more than 35 year career in the private sector, Robert has had extensive hands-on experience in wildlife management, timber management, agriculture, horticulture, petroleum production and refining and business management. Since 2003 Robert has been an active specialist in the appraisal of rural properties such as farms, timberland, timber, rural investment properties and rural recreation properties.

 

Brad Tackett
Land Planning Division

Brad TackettBrad is a community planner and landscape designer. Prior to establishing the Land Planning Division at Barber & Mann, he was a project manager and lead designer for one of the East coast’s largest land planning and landscape architecture firms located on Hilton Head Island. In addition to the design firm in South Carolina, Brad has also worked for very successful firms in Nashville, TN and Dallas, TX. He has won several community and resort planning awards for his creative design and environmental sensitivity.  Brad received his Bachelor of Landscape Architecture from Mississippi State University in 1999 and obtained his Residential Contractor's License in 2006.

 

 

Rebecca Tackett
Real Estate Development Division

Rebecca TackettRebecca is a licensed real estate agent and a community development specialist. She received her B.B.A. in International Business and B.A. in Spanish from Mississippi State University in 1999. Since graduation, she has focused her career on community development as a marketing manager for a residential and commercial planning firm and as the Director of Member Services for a private residential community both located on Hilton Head Island, South Carolina. Rebecca’s abilities include developing community covenants, rules and by-laws, producing real estate marketing collateral and management of community amenities.
