Barber and Mann, Inc. was founded in 2002 by Gerald R. Barber, ASLA, IAAO, GAA   and his wife Elizabeth Barber, CWB, to provide specialized appraisal, real estate consulting, conservation planning and land planning services to clients across the Southeastern US.  Named after Gerald and his partner and mentor, Jack Kennedy Mann, MAI, CRE, the firm’s first mission was to fulfill the demand in the region for general appraisers who have extensive experience in valuing conservation and historic properties for unique projects such as conservation easements and estates. 

During his tenure at Barber and Mann, Jack Mann, (1919-2005), brought his 50 years of experience in selling, financing, developing, promoting and appraising real estate to the fore. In his career, he appraised all kinds of property, both urban and rural and performed all types of appraisal assignments throughout the U.S. and Greece.  Jack also served as President of the American Institute of Real Estate Appraisers and was an instructor there for 31 years.  He was also an instructor at the School of Banking of the South at LSU for 27 years and taught Principles of Real Estate at Ole Miss for 10 years.  Jack’s wealth of long-term expertise in valuing unique properties combined with Gerald Barber’s varied experience in real estate, land planning and ad valorem taxation have benefited our clients seeking appraisals for conservation purposes, tax purposes and estate planning and serve as a strong foundation for our Appraisal Division. Barber and Mann’s Appraisal Division also consists of certified general appraiser Lee Sipes. Each has extensive experience in the valuation and consultation of environmentally sensitive real estate.

Over the past few years, our firm has evolved to offer other needed services to our clients including conservation planning, landscape architecture and land planning, real estate counseling and brokerage. We offer unique services for clients requiring help with environmentally sensitive properties, complex land use issues, family estates, and IRS donations of land easements.

Barber and Mann’s Conservation Planning Division is coordinated by Elizabeth Rooks-Barber, a certified wildlife biologist, who specializes in conservation planning, grant writing, grant management and wildlife consulting.  She also provides technical assistance on appraisals of environmentally sensitive properties.

Our Land Planning and Landscape Architecture Division is managed by landscape architect Brad Tackett.  Brad and Gerald have over 40 years of combined experience in landscape architecture and land planning. Our services include master planning, feasibility studies and marketing graphics.

Brad Tackett, coordinates our Land Planning and Real Estate Development Division, where we assist our clients with land acquisition, site selection, architectural guidelines, brokerage and sales of special properties.

Our symbol – The Leaf of Ginkgo biloboa Company Profile

The Ginkgo or Madenhair tree is the best known living fossil related to conifers and the sole survivor of its ancient and formerly widespread family of Ginkgo trees.  Scientists estimate this tree has been growing for 100 million years.  This sacred tree was cultivated for centuries and is believed to have been preserved from extinction by Buddhists priest on temple grounds in China, Japan and Korea. It is a native of Southeast China and was planted on the East coast of the U.S. in 1784.  Today it is appreciated in landscapes across the Southeast as an unusual and lovely specimen with its wavy simple leaves and outstanding fall color.  But, it is also a very hardy and long-lived tree that is resistant to smoke, dust, wind, ice, insect pests and disease.

We chose the leaf of the unique tree for its beauty, and because of the tree’s reputation as a “living fossil”.  To us, the Ginkgo represents the qualities we try to emulate in all our work at Barber and Mann, Inc. – longevity, strength, symmetry and beauty.

Gerald R. Barber, ASLA, IAAO, GAA  
President

Gerald R. BarberGerald is a certified general appraiser, registered landscape architect and licensed real estate broker.Gerald became President of Barber and Mann, Inc. in 2002 and has performed conservation easements and other specialized appraisals and real estate consulting on environmentally sensitive lands for numerous clients throughout Mississippi, Louisiana, Alabama, Arkansas, South Carolina and Tennessee. Prior to being elected as Tax Assessor of Madison County (one of the fastest growing counties in the US) in 1988, where he is in his sixth consecutive term, Gerald was President of Oak Lane, Inc, a landscape architecture, land planning, and development firm for 16 years. He received his Bachelor of Landscape Architecture in 1972 from Mississippi State University.

His passion for the outdoors has extended far past his professional career. He has volunteered over 30 years of service with several regional and nationwide conservation organizations including  being the former Chairman of the National Wildlife Federation, the former chairman and co-founder of Republicans for Environmental Protection Educational Foundation and the former Vice President and co-founder of the Delta Land Trust.

Conservation Planning

Liz BarberLiz is a certified wildlife biologist and Vice President of Barber & Mann, Inc.  Her clients include many private landowners, National Audubon Society, The Mississippi Department of Marine Resources, Ducks Unlimited, the Mississippi Department of Environmental Quality, The Nature Conservancy, the Mississippi Forestry Commission and the Mississippi Department of Wildlife Fisheries and Parks. Before starting her own business, she served as executive director of the Mississippi Wildlife Federation for ten years and as the executive director of the American Lung Association of Mississippi for five years.

Elizabeth is an avid outdoorswoman and is an active volunteer in several community and statewide charitable organizations.  She is the former Vice President of the Mississippi Wildlife Federation, Past Chair of the Catholic Charities Governance Council for the Jackson diocese and is a certified Mississippi Master Gardener.  She holds an undergraduate degree in Forestry/Wildlife Management (1987) from Mississippi State University and a Masters of Science in Communication (1990) from Mississippi College.

Appraisal Division

Lee SipesLee has been a Mississippi licensed appraiser since 1999 and became a Certified General Appraiser in 2007. She began her appraisal career at the Madison County Tax Assessor’s Office where she also obtained the Certified Appraiser and Mississippi Assessment Evaluator (MAE) designation offered by the State Tax Commission and MSU Cooperative Extension.  While working at the Tax Assessor’s office, Lee specialized in the appraisal of large manufacturing facilities including the $6 Billion Nissan plant and their Tier 1 suppliers. Lee’s background includes many years of property management experience, construction cost accounting and construction estimating. She has been drafting conservation easement appraisals and performing appraisal reviews for Barber and Mann, Inc. since 2003. Lee is also a licensed real estate agent.

 

Brad Tackett
Land Planning & Real Estate Development Division

Brad TackettBrad is a registered Landscape Architect specializing in low impact community development and traditional neighborhood design. He is a strong advocate of the "New Ruralism" and "New Urbanism" approaches to land planning.

Prior to establishing the Landscape Architecture Division at Barber & Mann, he was a project manager and lead designer for one of the east coast's largest land planning and landscape architecture firms located on Hilton Head Island, South Carolina.

In addition to the design firm in South Carolina, Brad also worked for very successful planning firms in Nashville, TN and Dallas, TX. He has won merit and honor awards for his creative design approach and environmental sensitivity.

Brad received his Bachelor of Landscape Architecture from Mississippi State University in 1999. In 2006 he became a licensed residential home builder. His professional affiliations include; Associate member American Society of Landscape Architects (ASLA), The Congress for New Urbanism (CNU), The Urban Land Institute (ULI), The National Association of Home Builders (NAHB), and The Coastal Conservation Association (CCA).

 

Ray Kinney, LA-1822, Broker - 19303

Ray KinneyRay is a Licensed Appraiser and Real Estate Broker. He graduated from the University of Alabama in 2006 with a degree in Real Estate Finance. Ray also studied international business while living abroad in Florence, Italy, and traveling the continent of Australia. Before joining the Barber and Mann team, he enjoyed success in the restaurant franchise industry while living in South Carolina. He is an avid duck hunter with extensive hunting experience throughout central Arkansas, as well as the Mississippi Delta Region. Ray's passion for the outdoors and hunting is the driving force behind his work for the conservation of America's wetlands and wildlife habitat. Ray has been working with Barber & Mann since Spring 2009, focusing predominately on conservation easement and environmentally sensitive property valuation among other large land projects.

 

Shari Brown
Office Assistant

Shari BrownShari is the voice you hear by phone and the glue that keeps the team together.  A Mississippi native, Shari has also resided in New Orleans Louisiana, Tampa and Pompano Florida and Boston Massachusetts.  That explains the unrecognizable accent, as well as her diverse background.  Shari has worked in appraisal, real estate, education, restaurant and professional boxing enterprises and as a school bus driver.  Most notably she helped to open the first Ruth’s Chris Steakhouse in New Orleans.  To say that she has been around the block is an understatement. 

Shari provides support and administrative assistance for all Barber & Mann, Inc. operations and projects.
